iandHAPI 6948808f18 feat: add workflow to release self-built hapi binaries ...

Add a manual-trigger workflow that builds all platform binaries from
arkylin/hapi self branch and publishes them as GitHub Release assets.

Supports optional commit SHA and custom release tag inputs.
