feat: add workflow to release self-built hapi binaries

Add a manual-trigger workflow that builds all platform binaries from arkylin/hapi self branch and publishes them as GitHub Release assets. Supports optional commit SHA and custom release tag inputs. via [HAPI](https://hapi.run) Co-Authored-By: HAPI <[email protected]>
