feat: 提供商详情头部布局优化及行内描述编辑

- 重构详情抽屉头部：网站链接改为图标按钮，布局更紧凑
- 新增行内描述编辑功能，支持点击编辑、回车保存、Esc 取消
- 表单对话框移除描述字段，名称字段改为独占一行
- 修复次级限额重置时间的缩进问题
